Not sure I agree with the idea that complex problems demand complex solutions, especially when it comes to environmental issues. Seeking complex solutions will only result in no real progress.
Complex problems require a thorough analysis of the causes and the causes quantified. As anyone learns in office basic training (Pareto 101), the greatest benefit is derived from addressing the biggest causes. In the case of greenhouse gases, it's likely roughly 80% of the generation is caused by 20% of all sources.
Sources have been Pareto'd in Canada. Topping the list of biggest sources in Canada (and biggest in Ontario) are coal-fired power plants. How do governments respond? Create incentives to buy CFL bulbs....another reason not to expect governments to fix things for us.
