One of the 22 states is the Sudan which probably is or was more Black than Arabic and another is Palestine which is not a state. However Arabs are a sort of race whereas Jews are a religion or a people. Why not compare Jews to Muslims instead of Jews to Arabs? If you did this you could include many more Muslim states as well as potential Muslim states such as England and France!
